I need one used whiskey barrel for “Whiskey stored one minute in reused cooperage”.  No joke…that’s what the TTB had me put on the label of my White Dog Whiskey.  I need a barrel that I can put the spirit in, then dump it out. I’m located near Houston, Texas.

Adventures in Homebrewing (homebrewing.org) has 10gal used barrels for $150. Balcones…since you’re in Texas should have some?

    The BAM states:

I would simply build a white oak “container”  in the form of a box of a known volume and pour the corn whiskey into it, at a known flow rate, allowing it to overflow after aging for one minute.

I have a couple once used 15’s.  One had a coffee and chocolate Porter, the other a corn whiskey.

Have you tried resubmitting your COLA? Some specialists are a huge pain in the ass and just make up rules so if you resubmit you’ll get assigned to a new one that you may have better luck with. If you haven’t done this already it would be much cheaper and easier than hunting down a barrel and putting your booze in it for a minute.
