Hard to say from that picture. If it is hard, it could be what the glass industry refers to as bloom. Basically minerals in the glass come to the surface and make it look like Jack Frost visited. It’s harmless and should rinse out with neutral spirits. It happens if the glass is old, has been in a warehouse too long with atmosphere fluctuations, and could be a sign of the glass manufacturer using inadequate or no IT.
If it is kind of oily liquid on the outside, it could be too much cold end treatment. Again harmless to the consumer, but it will make labeling it challenging. Sometimes the nozzles get clogged up, and the spray comes out uneven.
